  When this rule was introduced it was done so to avoid the unrealistic practice of HQ's of making mad "solo" dashes to objectives in buildings then putting a few "token" units in front to avoid fire. A building in it of itself is a target, so it doesn't matter whats in it the opposing player may target it.

  Outside, you cant tell whose-who so the standard rule applies. Not that you know that a HQ may be in a building, but as said before buildings are defensive structures that invite fire, therefore, it doesn't matter whats in them. It's obvious to the opponent that the building is a prime target regardless of contents.
