The ranges of the long range weapons were 100+cm. So it
maximized the amount of time that the Reaver had to be
subjected to the Ogre's fire. Since the Ogre didn't move
and/or try to evade the Reaver at all. I thought it'd probably
balance it a little better. I'll run the next one at 80cm and
see what happens.

I had that thought too (give it a chainfist and a powerfist and
the Reaver is guaranteed not to lose CC). When I equipped it
I thought it might be able to snipe off the Primary battery then
it could play the keep away game. Although the best tactic
is probably the one you imply above, equip it for CC and just
charge nonstop.
