Hi!
The Elite rule is in the the core 4.1 rules page 31 under titans. The elite designation makes infantry units more powerful in close combat versus titans. Without this designation they are pretty much toast against a titan. Note that the elites aren't supermen when it comes off to facing titans they just have a better chance at survival.
