Thats the Kroot. They take on characteristics of those what they eat. The
Shapers keep the process under control by not letting them eat too many
things what are bad for them. Like chaos mutants.

If they've taken Tau at all, they've got access to the technology. Remember,
the stealers attack a society from the inside, and will have access to
whatever tech the victims have. Though it is worth remembering that the
cults don't tend to leave their planets (except to launch spare purestrains
at other worlds). Their basic purpose is to find and prepare worlds as snack
food for the nid fleets.
