Technically it could jump up, but I doubt that it would be in the air long
enough to aim it's weapons at the target with any degree of accuracy,
unlike a skimmer which has a stable firing platform.

Even pop-upping Super-Heavies? I think holofields are a much better
solution for them, and still very "Eldarish"...

If not I can say: why a Revenant Titan cannot pop-up? It has jump
jets, after all... :P
