Exactly. I would prefer that the same weapons have the same rules. Along
the lines of my previous suggestions of making all bolter stats the
same, etc.

that would be my suggestion. not to mention the fact that imperial
titans can mount the exact same weapons, and do not follow the same
rules.
I'd just make them straight units that can only fire when on first
fire. End of story.
