Hi!
Actually, if you enforce the idea that only a limited number of infantry
can engage a titan in a given round, then no additional rules are
needed.
Imperial titans- 6 models
Eldar titans- 6 models
Gargants- 12 models
Emperor class titans by definition are immune to infantry.

exceptionally rare heroes...

Well, no much sense...
Tyranid and Chaos pass automatically morale test...
Space marine have a 2+...
Only Eldar (3+) and Ork (4+) have a chance (too low...) of being
affected
by morale in charging Titan...
