True, but even simplifying the rules does give it their due, since you
cant shoot down a barrage attack and on the plus side cruise missiles
don't need line of sight when they launch. So if we did the rules to say
"missile moves "x" and then hits target" it has the advantage of no LOS
needed when firing, no to hit needed (it acquires and hits) and it does
so in one turn (advantage of time). On the downside, it can be shot down
and its one shot.

Would you really classify a cruise missile and an artillery round to the
same category? They _do_ have a few differences. :)
