If you go with Rune's route,

You should have to allocate all your shots for a unit/detachment in
one go (just like regular firing). If you don't do this you end up
with the "I fire with this unit ... hmmm didn't kill it ... now I fire
with this unit ... didn't kill it again ... now I fire this unit ...
etc. etc. etc.". Which is a much better firing strategy than the
system used for standard shooting.

The system for snapfire should be something like:
o Pick a detachement to snapfire with and a unit to snapfire at,
o Pick dice to snapfire with,
o Determine results,
o That detachment is done snapfiring at that unit. (can't do it again).

Perhaps this is an already well understood problem,
