I have to say, at the moment unless someone comes up with some less cheesy

This is a nonsense, a special character it's just a normal detachment like
commander or medic etc.
It's up to you be able to create non cheesy stats for that particular
detachment, this is the point, isn't the special character itself the wrong
thing.
