That’s a good pickup. But they’d lose 5cm regardless of how many units
disembark, after all these praetorians already have a move of 10 max, so
they effectively lose half their movement with a single debarkation.
Note the penalty is a function of time, not how many units get of a
transport. Those 5cm lost for the leviathan mean a lot more time than
say the same loss for a rhino.

A question on this: What will happen with Leviathan, Capitol Imperials
and similar vehicles with company size (let's say more than six units)
transport capacity?
 
I suggest (if using new rule) limiting the movement loss (for all
vehicles) to a maximum of a half. Or a second possibility may be stating
exceptions in specific units description.

Embarkation/disembarkation of units- A poll will be submitted with the
following choices:

1. Keep current rule- it costs the unit to be embarked or the transport
a proportional amount of its movement to embark or disembark from a
transport.

2. Proposed change- it cost the transport and the transported unit 5cm
of its movement to embark/disembark.
