Hi!

It does change the way quite profoundly mainly because certainty or
getting an order outside command radius is variable. Note that those
rules affect armies with no real command radius than those that already
have rules (rules for orks and IG don't change).

Realistically it may be bit much to handle at one go, but how about just
the targeting rule? It pretty much covers everything and simply. Just
drop the command radius and divide into two groups within unit coherency
and without and apply the corresponding rule.

Making HQ units more HQ like would be cool.

But this would seriously affect game play and balance.

It would be lovely, but should be considered carefull
