There's (at least) one problem, though: Eldar. Eldar companies, with the exception of Spirit Host, do not have any commanders. To get one you have to burn a special card slot and take a Warlock. With these rules we'd have to give them two warlocks per company. Or invent some kind of lesser psyker to use as an officer.
