Most of the buildings mentioned have some form of reactor in it as a back
up in case the main power supply is removed.
And other armies do have something similar, Imperials have the Vortex
missile and Eldar have the Vibro cannon both of which would be very
effective at knocking down/ removing buildings.
As an Aside once a plasma reactor has been started it can't be "shut down"
as it is effectively a sun in a very heavy magnetic containment field.
And how exactly would one design a machine to survive having a horde
(remember we aren't just talking about 1 small Snotling) of warp crazed
lunatics swarm over a machine and hit it with what ever implement they have
found particularly when that implement has been ripped from its housing in
the machine. :)

How many buildings contain a plasma reactor? That is
the sort of thing you find at the heart of an Imperial
Titan! The rules need to cover pretty much all
buildings - government research facility, supermarket,
office block, primary school, military bunker, etc.
And if a reactor can be blown up by a demented
snotling messing around with the gubbins, it needs to
be redesigned before being fitted in the first place!
Perhaps the witless little creatures could initiate a
shutdown, but that would have little effect on the
game.
In game terms it would essentially give the Orks a
tactical nuke to use against buildings, which would
upset the all-important game balance unless you gave
one to all the other armies as well. Even then,
although it would be fun, you might quickly run out of
opponents!
