I dont agree.
I think that all SM equipment should be available for all SM chapters
without having to use a special card. A differentiaton on supportcards and
companycards is OK though.

Understandably people don't want to be faced with the situation where half
an army is now illegal a compromise needs to be made and this sounds like a
fair one as every army can still use all the equipment but still gives
armies like the Salamanders and the Black Templars something to make them
stand out a bit.
