similar in preference to including a titan or another of the existing
special cards ?

As far as I am aware the Special cards are supposed to represent equipment /
formations that are either incredibly rare or so specialised that the is no
need of massed formations of them. Where as the Support cards are more
general purpose units.

Think about it the only places Flame throwers are used heavily are in Cities
, jungles and Trench systems and then only if you want to a clear something
out with out destroying it. Any where else and the range and bulky fuel
canister would be a liability. So in my mind making a whole formation of
them as opposed to one or to scattered through out a whole formation very
tactically restricted hence no justification on the numbers so a special
card taken when absolutely nesscessary.

Where as a some thing like a whirlwind or a Devastator detachment have
greater tactical flexibility as artillery/ fire support respectively so
greater numbers of them with a support card classification
