I'm in favor of them. I'm a bit uneasy about the Eldar getting useful
troops while the Orks get Gretchin and Madboyz, so let's change things a bit.

 1) Free Cards are simply Special Cards with a cost of zero - it's not a
special catagory anymore. You can take one per Company-level card and it
fills the Special slot.

 2) Free Cards must represent something that either would not take
resources to get, or is an integral part of the army. Here're my suggestions:

Ork: Gretchin, Madboyz. These represent a huge mass of sub-standard
infantry. That's what Orks do - they gather lots and lots of bodies and run
towards the objectives. Fits rather well.

Eldar: Avatar. As I understand it, the Avatar represents the collective
fighting-spirit of the Eldar army. It's quite natural that one (and only
one!) show up for every fight.


Both the Orks and Eldar are - in general - weaker than other armies. The
Orks get Mekboy Cards to bolster their troops, and the Eldar traditionally
get extra troops. Other armies get nifty schticks (Chaos and Hive Mind
Cards) to make them unique. I'd prefer to keep things the way they are
instead of making free stuff part of every army, or taking away a lot of
army uniqueness.
