Thats why we in Norway have the Dragonlords project (Not running at the
moment though) It's an Eldar Exodite army!

Consider the player coming from 40K, used to playing a themed army llike

Biel-Tan swordwind (or whatever its called) an army based around aspect
warriors and infantry in general.
Fielding jetbikes en masse might not fit very well into this army, since
its
a force dropped by aircraft unto tactical locations.
Or a defensive minded force for defending positions, where ultra mobile
units would be a rarity
Or a primitive styled Exodite army, with lots of guardians and stuff,
but
not too much techie stuff.
The windriders wouldnt be particularly appropriate for such armies.
