I don't know, I have always used Titans as allies with my Marines and have
had no problems what so ever.

I usually take a Reaver, or if I don't really need a titan, I take an
Imperial Guard Artillery company.

Are titans considered to be "allies" for Space Marines and Imperial Guard?
If they are, there's a problem. Namely, every other army (TG, Eldar, Orks,
Tyranids, Slann, Chaos) have titans as an integral part of their armylist
and so are not limited in their purchases while IG and SM would be limited
by the 25% rule. IG superheavies would compensate for this somewhat but SM
would be hard pressed to deal with titans by themselves since they lack the
really big guns.

If they aren't already, IMO titans should be "general purpose troops" just
like Imperial Navy planes.
