How about having a range of "Rare" cards. Ravenwing, Land Trains, al the stuff that you're worried about people making the most of. Some simple ruling along the lines that two standard companies or Support cards have to be taken before an ally can choose a "rare" card of that type(company/support/special).
Just a thought. Excuse me if its out of place, I'm getting lost in my own emails let alone trying to keep fully up to date on the Netepic list :o)

I just found it now. Armies of the imperium ( 2nd edition): page 5 (the imperial army), 6&7 (Mixed Chapters).
I don't know if we apply that because there's no intro on the NetEpic 4.1 Armies of the Imperium describing them (fluff and so...), but AFAIK we used GW fluff from 2nd Ed. unless otherwise stated (or added). I always played my SM force as a mix of my own chapter plus SW, and sometimes with IG / Squats allies (very large battles).
