Is a simple majority enough to remove an optional rule? If so, then the 35% would suffice...

This is something I've tried to get through for a long time, but I've resigned to the 10% active majority being the only ones to vote. Pretty pathetic percent if you ask me. :( The most popular poll in history only attracted 43 votes...
