I just got an idea. A vehicle's defense is dependent of two things: armor and maneuverability. Armor affects survivability after a hit is scored while maneuverability may prevent the hit being scored in the first place.
There could be a "maneuver die" assigned to each vehicle representing their maneuverability and the skill of the driver. The to-hit roll would be an opposed roll where the attacker rolls hit die (dependent of sensors and skill) and defender rolls a maneuver die. A bike could have a maneuver die of d10 (or even a d12) while a superheavy tank would have a d6. This means that it is easier to hit a superheavy tank than a bike, as it should be. OTOH a superheavy tank has MUCH more armor and is more likely to survive hits while any hit on a bike pretty much finishes it.
