You have just described how it works in DSII, which is a VERY good
mechanic. I decided that I'll try to reduce as many die rolls as
possible and came up with some solutions. It will take some time to get
them all in but I'll list a summary with them.

I just got an idea. A vehicle's defense is dependent of two things:
armor and maneuverability. Armor affects survivability after a hit is
scored while maneuverability may prevent the hit being scored in the
first place.

There could be a "maneuver die" assigned to each vehicle representing
their maneuverability and the skill of the driver. The to-hit roll would
be an opposed roll where the attacker rolls hit die (dependent of
sensors and skill) and defender rolls a maneuver die. A bike could have
a maneuver die of d10 (or even a d12) while a superheavy tank would have
a d6. This means that it is easier to hit a superheavy tank than a bike,
as it should be. OTOH a superheavy tank has MUCH more armor and is more
likely to survive hits while any hit on a bike pretty much finishes it.
