I thought they were taken as support cards as well
according to original rules in WD and the Space Marine
Battles book. Would it be a plausible idea to make
central fortification the special card like the
fortress or command building and then give it 5 slots
of support which can only be fortifications like
trenches, razorwire, minefields, bunkers, towers,
laser sentries/towers etc... and 1 special card slot
that would be the actual commander of the fortress? I
think the fortress should come first and the troops
later--ie; design your army around the fortifications.
Anyway, it has been slow on the list, everyone must be
enjoying their summers.
