My comments:
Stormtroopers:
The stats and independent-skill are OK. I would remove the Deep Strike (No
IG unit should have that) and replace it with Infiltration. Remove the
chimeras and add one trooperstand to a total of five. Remove the Targetteer
skill. I seem to remember that their guns was more powerfull than a normal
lasgun. Let tham have a TSM of -1. Make it a supportcard only.
Meddic should not be an IG unit. Only SM meddics have knowledge of that
effective battlefield medicine. After all, no IG grunt can survive the stuff
they inject in the superhuman space marine. An other thing, IG is supposed
to be a large army which is buildt for massive losses. The IG grunt is
expected to die. The space marine is expected to survive, a SM army cant
take that many losses.

Storm Troopers
Storm Troopers receive additional training and have access to more
sophisticated equipment than most ordinary Imperial Guardsmen. They
specialise in covert operations and are used to spearhead assaults,
so don't usually carry heavy weapons as these would only slow them
down. Storm Troopers are considered Elite units, and may Deep Strike
to the battlefield, forfeiting their transports.
Independent - Storm Troopers do not need orders from superiors to
act, rather they may fight normally and may always be given orders,
ignoring the Imperial Guard Chain of command rule. However, if they
fail any Morale check required of them and they are not within 25cm
range of their Company HQ, instead of just breaking they route and
all the detachment is removed from play.
Targeters - Storm Troopers do not receive the -1 To Hit penalty
normally associated with Snap-fire.
Deep Strike - The player picks a location on the tabletop and rolls
for scatter twice. Once the landing point is determined the player
places all stands anywhere within a 20cm radius, then scatter each
unit once. Stands that lands in impassable terrain or over another
unit are destroyed. Any unit on first fire orders may snap-fire at
the landing detachment (no need of LOS, just fire arc and range).

Medic
These are the Medics of the Company who carry Medi-packs to help the
wounded soldiers.
Medic - Any friendly Infantry and Cavalry stand within 10cm of a
medic receives a 5+ fixed Healing save in addition to any normal save
the model has.

Range: 25cm
Attack Dice: 1
To-hit: 5+
