The most current version of NetEpic (as of 08 January, 2000) is now online
at the NetEpic document vault together with the Victory Point/Break Point
table.
In the Break Point and VP Table note that the Tyranids have higher VP's
because of their special rules. Break point is an expression of morale as
per core rules.
