The FO doesn't have to be a tunneler. It can be an observer,
possibly with a vehicle like a Rhino, or even airborne.

Yes, they would have to start the game actually inside the
tunnelers. As the rules are now, if you take a tunneler-only army,
your support cards must also be other tunnelers. And there's no
point in buying those other termites and moles because you can't put
anybody in them!

That's not the intention. The Ork Kult of Speed list is just two
detachments of bikes and a detachment of warbuggies. They all behave
in a predictable fashion according to their clans, and even the
Deathskulls don't have any looted vehicles. I was thinking more of a
ramshackle army who have no particular allegiance, scavenge anything
from anywhere, and fight for themselves rather than following a
greater power.

The whole GW universe neatly places all humans (and abhumans) into
two categories: Good Guys (SM, IG) and Bad Guys (Chaos). It is just
assumed that dissenters or dropouts will become Chaos worshippers,
which is not the case at all. These guys are anarchists, not
cultists.
