Hepp,

The way we have played them is that they negate any effect above a -2 to the
savingthrow... Meaning a necron vehicle with an armour save of 3+, wich is
hit by a Volcano cannon (-4 to the save) would infact have a savingthrow of
5+... It works briliantly...

I'd say they are the "right" values and the description of the fields
should read that the conversion field will grant a "x" fixed save
described in the units stats.
