That means that Thudd guns and mole mortars would be almost free for SM. Not
to say the artillery company for squats at 300 points. I think that "really"
mobile artillery is already paid at extra cost (like whirlwinds). I've never
seen a thudd gun or a mole mortar moving.

Netepic battles are too short (3-4 turns) to allow for artillery movements.
Indeed, an artillery movement usually shows a poor deployment. If you waste
a turn moving, that means you lost 25 or 33% of the artillery firepower for
that battle. I don't think that static artillery is such a balanced
trade-off, since most artillery is virtually static.
