Depends whether they are using a standard flamer or a heavy flamer on
there, need to check with the 40k bods.

At the moment we have flamer marines just hitting on 4+ with no cover
modifiers and no save mod.

I agree with your recommendation. I have used this variation for several

years as a house rule and it is a good compromise.
