What do you think about making them special cards?

alter a games direction, but are not game breakers. I'm not so sure that
there needs to be any restrictions on flyers per se. Flyers can't take
or hold objectives, and any army that is heavy on flyers, could be in
trouble if their opponent has any sort of AA capacity. If you don't know
what your enemy is going to field, then you are best served by giving
yourself some sort of protection.
