I think they are fine just the way they are, the others are limited because
of the chapter desing. The Space Wolves don't follow the regular chapter
desings and are limited to only 12 company cards per any battle. Other Space
Marines can take up to and this is in any fluff 100 different companies,
that is a whole lot more Termmies then you can get from just 12. Don't put
limits on armies just cause you can't find away to beat it, when there is a
will there is away and if you play against that army long enough you will
find away to beat it.
