I
would say make the tech-guard a seperate army but allow both IG and TG
the
rights to use the Imperator and other titans (it may already be like
this).

-->Currently, any Imperial force (IG/TG/SM) can use Titans. this was a
bending of teh "no allies" rule IMO, and part of what started the whoel
ball rolling. The only difference between the TG and IG are 1. names on
company cards (Tactical Company for IG=Titan defense company for TG,
etc), and that the Tg get a couple of extra specials. No real
difference.

The PDF is trained in defending a planet and the TG is trained in
defending
their titans. Again 2 different armies with similar troops sounds
unnecessary but in this case is justified.

-->Fine for scenarios, and in both cases, I would say that the Imperial
player would, by defenition, be the "defending" player. I just don't
like this as a regular thing. I certainly don't want to be doing the
saem thing over and over again. That and there isn't enough of a
difference between the PDF, TG, and regular IG to warrant such a move.
It can all be handled in one list, which would privide you with the
options to make what you will. I mean, why not go all the way with this?
Assault armies, defensive armies, armored armies, etc. All have
different purposes, all use the same units. Why not specialize them into
army lists? The argument for that case just falls flat to me. It causes
people to pigeon hole themselves with the armies. You automatically are
doing one job, and restrict yourself needlessly.
