Well, since you asked...
I WOULD play an army with CAF's of -1 and -2.
Shouldn't be ALL that much different than Imperial Guard. It's rare
when I use thier CAF anyway. I usually only give them one of two
orders, Advance or First Fire.
These guys should be plentifull, and have a lot of easy to mass produce
weapons. To make up for thier lack of Close Combat skill, I would make
them a little cheaper than IG units. I see that a Tactical Company is
listed for 450pts.
That Tactical Company, at present, has the same stats as a IG Tactical
Company, costing 600pts. Something isn't right here.
I think it makes sense to reduce the CAF of these average type forces.
Give the Imperial Guard its due. They ARE elite, just not SUPER elite.
