This point is not very clear in every version of the background... I
think
we could say that the Imperium is stagnant. Even a slow development could
be
assimilated to a stagnant situation as the imperial resources are huge!
Significant discoveries only come from the STCs. In addition we all know
that medicine and commercial technologies have often a link with military
technologies so if the military technology is stagnant the other
technologies are also stagnant...

enough of the whole picture to make a clear decision. We also don't have
a very clear picture of what the Adeptus Mechanicus is up to, or has
access to. Not having what ever is in the BFG stuff, I'm not even sure
about space technology. I still tend to think that the Imperium is not
stagnant, just incredibly slow at disseminating information, and there
are powerful elements that have something of a futuristic Luddite
mentality. For what we do know, it may be that organs of Imperial rule,
such as the ecclesiarchy, have prevented some discoveries from being
brought into the main. Or it could be other organizations, such as the
AM, or some one else. We have no idea what sort of things the AM is just
sitting on, for what ever reason. Considering all this, we can of course
make this into whatever, as there is no real contradictory sources
against either position. So, where are we to go with this?
