It just occurred to me: How does this differ from the Wave Serpent wave? It
is fired before movement, and probably hits just a few stands in a
detachment. Those stands surviving the attack can do nothing for the rest of
the turn. The rest of that detachment is stuck with maintaining coherency
with those do-nothing stands yet nobody has said anything about those waves
being unfair.
