Hi!
The books are just organized that way for convenience, it does not mean
armies in a same book can ally with each other. It was decided to keep the
sisters of battle and PDF in the same book because they were created roughly
around the same time and they haven't been tested as much as the space
marine, IG and tech guard which are in a separate book.
Allies are strictly optional, each army regardless if it is in a book with
other armies is meant to stand alone.
