Hi!

As too the why, this rule represents the crew manning whatever bolter
like weapons they have to fend of an assault. Only bolter-like
weapons can benefit from the rule because when the rule was made it
was thought to extend this to other short ranged weapons (especially
ones with modifiers) was too much. If a vehicles hass no bolters,
then its out of luck.
