A question

Hi all!

Just a little question regarding vehicles and bolters.
Vehicles (including SH's / Praetorians) with bolters
can always fire these against charging opponents,
even if given AF or charge orders. Is this rule
intended for other short range (ie. 15cms)
weapons as well? Armies which dont have
bolters usually have other similar weaponry,
like shurikens and such. If this isnt so, why is that?
