This is the first reason for which I don't like campaigns with production. In
videogames this makes the production the first objective of the play because who
is on the edge with building usually wins.

On the Italian ML of Warhammer there is a friend of mine which has conducted
twice a long a successfully campaign of Punic Wars. He used the strategic game
Annibale of the Avalon Hill and, instead using the card and dice combat rules of
the game, he resolved all the battles with Warhammer Ancient Battles.

I am calling for all historical gamers here, since this is out of my competence:
there isn't something similar which we could adapt to 40K background?

Yeah. I never tried it but I think that in NetEpic, since many units are very
powerful or fast, even a few hundred points of difference could weight.
Especially if you get to the field without some essential supports (like AA,
bikes, elites) because you just lose them in a preceding battle. There is also to
hold in mind the possibility to recover casualties after battle.

Like GW worldwide campaigns. I was also thinking about this. :o)
