Hmmm... well, as far as fluff is concerned, you can just say "this is
a special chapter" and be done with it, i.e. exactly what you did. As
far as uncheesiness:

A) there's no way you can really enforce uncheesiness through rules,
so stop trying

B) if you really want to field a Termie and a Vet company in a 3000
points game, be my guest :-)

Now, if you would get the two companies at a discount, THAT would be
cheesy...
