Remember that most infantry squads carry a special or heavy weapon. The
reason the bolter is mentioned as their weapon is that they carry bolters as
their primary weapon.
But a tactical squad can still bust a tank with their missile launcher, they
just cant do it as effectively as a devastator squad as they carry less
heavy weapons, have less training in using them and would be trained and
expected to fight in a different way
