I've got a set of rules that used something sorta
like Dirtside activations, and pulled chips out of
a cup to say which side moves and shoots a unit.
Worked OK, but probably needs to take the whole system
into account, and I was trying not to break too much.
I'm sure something didn't get accounted for.
