As much as I hate to defend GW, I have to disagree. Even though this
would be GREAT for players, it would be a nightmare for retailers,
because they would have to either take a chance on which box someone
would want (and possibly get stuck with it) or they would have to get ALL
of the boxes, and possibly get stuck with all of them. Other than that,
they could just take orders for what ones people want, but then you are
losing any impulse buying you would otherwise get.

I talked to one of the GW reps a while back, and he claimed that even if
they just packaged the rules by themselves, they would still cost just as
much, and when you are buying the boxes you are essentially getting the
minis for free. I'm not sure that I buy that line, but that's what they said.
