Firstly, and IMHO, the EofVs are in cover. They're behind a ridge or
whatever, hence in cover, even against artillery. This is the equivalent
of the old 'scatter' from SM2.

Secondly, consider 10 siege artillery units. This will cost something in
excess of 500 pts, no? Somewhat more than not 2, but 4 EofVs.

Still, your point is well taken, EofVs are vulnerable to Siege
Artillery.
