I think this is what it means and kinda makes sense. If there's no one
to make 'em get up and go, they got up and gone.

Same thing for the AM list just posted - Robots can never be HQ, so if
it's only Robots left, they're permanently out of command.

It is worth putting this in the FAQ, though, as they may well have
typo'd.
