I would say you have to be _in_ cover to get the cover bonus. Sitting
on an open field behind a building wouldn't give a terrain bonus
(though the building would block the line of fire). Check page 51 of
the battles book ("Terrain Conventions"). Getting the "cover" bonus
for being behind terrain was intended to apply to free standing
terrain like ruins or trees not on stands (or on very small stands).
Even then, it only applies if the unit is actually touching the
terrain, not just if the terrain is intervening. Otherwise, you
should be clearly in the terrain to get the bonus.
Thus, for example, if an EoV were behind a stand of woods, the woods
would block fire from enemy units in front of the EoV. Enemy not
blocked by the woods, artillery, or skimmers would all be able to
fire at the EoV as if it were in open terrain. If the EoV were in
the woods, then it would get the cover bonus, but the woods would
no longer block the line of fire of enemy units (page 18 of the
rules). In other words, you can't have your cake and eat it too.
Just out of curiosity, anyone find the cover rules a little weird. You
can't see more than 2 inches into a woods in 40K, but in E40k you can see
15cm in! (this is longer WITHOUT the scale diffrence). We like to use the
SM/TL rule where only stands on the edge of a stand of woods can fire out.
It makes more sense. Also it prevents ridiculus use of cover.(space marines
should not get cover!) Naturaly, a titan in woods can fire out.(that whole
several hundread feet tall thing).
