Shooting has to be measured from each stand. Every single stand that
fires has to be in range and in line of sight of at least one enemy
unit (unless they have arty, in which case they don't need line of
sight). Having scouts up front doesn't extend the shooting range of
any other units in the detachment. However, if both the scouts and the
rest of the detachment are in range and have LOS of a unit in a
detachment, but the scouts can see and hit a few more units in that
detachment, this will enable the rest of the detachment to hit more
enemies than it normally could.
