Not to be harsh or anything but I _really_ do not like this idea. The lack
of ability to add equipment is what keeps Epic from being as cheesy as
Warhammer 40k. Thunderhawks and Drop Pods are already to dominant to make
it any easier to equip your troops with them. Land Raiders are supposed to
be elite transports/battle tanks, not standard APCs (that's what rhinos are
for). Equipment cards are currently represented with support cards, and I'd
like to keep it that way.

As to the Chaos cards being used as permanents, my group plays with a house
rule that permits this, but only in combination with the all units can kinda
snap fire rules that I've previously described, to compensate the lack of
long range in Chaos. As a stand alone house rule this could danerously
unbalance the game which to some at least already seems to favour Chaos.
However, if we do end up adopting a snap fire rule for standard units (which
would please me a lot) then we should look into this more as compensation
for Chaos; it's worked out pretty well in my group.

This seems like a pretty good idea, though I prefer the alternating
movement/firing system, as initiative still makes a huge difference under
your system, its just harder to lose it multiple times in a row.
