I don't see anything in the rules on pages 16 or 17 about targetting
the closest detachment, but I can't show a rule that you don't
anywhere. Of course, the burden in this case would be to prove
the positive, that is that the rules say you have to target the
closest detachment.

I'm sure I miss stuff in these books all the time. Rules are
very spread out, in my opinion, and I just leave out stuff.
